Kathy was born April 20, 1944 in Peru, Illinois, a daughter of the late Andrew A. Hebel, Jr. and Catherine H. Liesse Hebel. She attended Peru Catholic School and LaSalle-Peru Township High School, graduating in 1962. Kathy worked for her father at the Coca Cola Bottling Plant next door to their family home in Peru until her marriage in May of 1963. Kathy and her husband, Bill, moved to Charleston, South Carolina in 1967, returning home to Illinois in 1971. After moves to Iowa, Indiana and back to Illinois, the couple returned to the coast and their beloved South Carolina in 1977 where they remained for the rest of their lives. While raising her children, Kathy worked part-time selling Avon and as a tax preparer for H&R Block. In 1981, she helped her husband open and operate Sports Shack in Goose Creek. In 1982, Kathy began working as the bookkeeper for Jenkins & Buist, Attorneys at Law, followed by a position in the mortgage department of First Federal of Charleston managing title insurance work. In 1991, Kathy took a position with Old Republic Title, retiring from the company in 2009.

In addition to her job, which she truly enjoyed, Kathy was an avid bird watcher and had a green thumb as a gardener, growing tomatoes and a large variety of peppers in addition to many types of plants and flowers. Kathy and her husband spent much of their time using the vegetables from her garden for cooking. She enjoyed tennis, swimming, watching the Cleveland Indians and spending time in the mountains or at the beach.

Kathy leaves behind her children, Laura Lee Jeffers of Summerville, Beverly Ann Segars of Goose Creek, and Theresa "Tracie" Lynn Bailey (Rob) of Summerville; grandchildren, Shane M. Eldridge (Consuela), Amanda K. Eldridge, Kimberly A. Segars, C. Ryan Bailey (Taylor), M. Ryan Massenburg, and Haley K. Massenburg; great-grandchildren, Rylan Rivers, Elena, Michael, Isaiah Eldridge, Brody, Brantley Jaudon, and Camden Cooper Williams; siblings, Carol Hebel, Georgeanne Entwistle, Bob Hebel, Donn Hebel, Steve Hebel (Billie), Barbara Ianno (Jim), and Teri DeLeo (Jim); and multiple nieces and nephews.
